with the big debt talk. congressional leadering returning to the table this morning, after the grand bargain broke down last saturday and a tense 75-minute meeting last night failed to move negotiations forward. at 11:00 this morning, the president will hold a news conference to press publicly for his big deal. yesterday, his top economic adviser said the u.s. is out of options. >> we make 80 million checks a month to americans, 55 million people on social security benefits, millions more americans on veterans benefits, medicare, medicaid. people who supply our troops in combat. on august 2nd, we're left with cash on hand and the cash we take in. there is no credible way to give congress more time. there's no constitutional option, there's no delay option, there's no creative financial option. they have to act by the 2nd. >> no constitutional option, 14th amendment, off the table. here's what we know, debt talks appear to be at an impasse and here's why. the president is still pushing a big deal. democrats say the fallback plan, this $2 trillion plus package that was partially negotiated in

to raise the debt ceiling. everybody fr everyone agrees. this is big for the republicans. never done before with a long-term budget plan to bring down the deficit. now everybody agrees also there has to be a balanced approach. they agree to $1.6 trillion in cuts and what the president is saying is there's $400 billion in tax subsidies. tax give ways, as al you mentioned, tot hedge fund managers, that we can no longer afford. now if republicans don't buy that, as david brooks said nothing in the new york times, they are idiots. they don't know how to govern. they won. they ought to take this deal. >> mr. brooks, conservative columnists, is saying come on. you are marginalizing yourself. can't even you even hear from your own people that ideal logically agreed with the republican line. >> well, look, reverend sharpton, you showed some polls a minute ago that showed 70 or 8 30ers don't agree with republican owns this or that or the other thing. if the republicans are standing up for their convictions and beliefs against the tide of public opinion, it may be political courage an political decis

this to where we are now which is how big a deficit reduction package should accompany it. >> well, i think as the speaker of the house is discovering tonight, it is the reality we all live with here in washington, lawrence, which is this is a divided government, a two-party system. nobody gets entirely what he or she wants, and yes, if we had been doing this in the normal way as has been historically done, there would have been a clean debt ceiling vote, which has traditionally been unpleasant vote often for members of congress, but routine, noncontroversial, and certainly not tied to any deficit reduction package or any other measure for that matter. what happens is the speaker of the house made clear and republicans in general that they were linking the willingness to raise the debt ceiling to significant deficit reduction. as you know for a long time, we rejected the link, but because we believe we need to reduce our deficit and get our debt under control. we also worked concurrently as we moved through the spring and into the summer on proposals to do just that, reduce the deficit and

>>> welcome back. i'montessa brewer back in the saddle covering the big news coast to coast. we begin with breaking news. the judge in the roger clemens perjury trial has just declared a mistrial. nbc's pete williams is in washington, d.c. what's the judge saying about this trial, pete? >> reporter: well, the judge has said he'll decide at a hearing on september 2nd, almost two months from now, where we go from here. this trial had just started yesterday with opening statements from both sides and the prosecutors had begun calling witnesses, but the judge had told the prosecutors in advance that certain evidence was off-limits and one of the things that was off-limits was related to testimony by a friend and former teammate of roger clemens named andy pettitte who had played with him on two major league teams. andy pettitte has said that roger clemens told him he used human growth hormone. clemens says that pettitte is mistaken. what's at issue here is a legal document, sort of sworn statement by the wife of andy pettitte, who says yeah, i heard my husband tell me that roger tol
